Russian Women and Men Rottweiler Owners May Be Heading for Therapy
Russian owners of dangerous dogs may soon be required to get sanity tests if a recently introduced bill by a Federation Council Senator is passed. Initially the breed that President Putin owns, a black Labrador, was on the list, but 15 breeds are still on. The breeds include pit bulls and Staffordshire terriers and those who own them may have to prove that they aren’t crazy for owning them.
The Senator, Rustem Shiyanov, feels that owning a dangerous dog is like owning a firearm and that the dogs have become a bigger problem in post-Soviet Russia than during communist times. The bill he is proposing will keep drug and alcohol abusers from owning dangerous dog breeds, bar the dogs from public places and require the animals to be kept on a leash and muzzled. In addition, the dog owners will have to have permission to keep the pets in their apartments and have special training.
There are thousands of Russian ladies and men injured and killed by dogs every year. In the past year a series of deadly attacks has prompted concerns over the dogs. A baby Russian girl was mauled and killed by a Staffordshire terrier in Zheleznodorozhny. An 8 year old was killed by a Japanese Tosa in Nekrasovka.
