G3 Will Improve Long Distance Communication
The Russian Federal Communications Agency announced the terms for bids to get licenses to provide IMT-2000/UMTS services. The Russians are planning on constructing 3G networks throughout the country. This will provide for a massive upgrade of communication services in the country, in turn making communications between friends, family and romantic interests much easier.
Starting in 2007, Next year, the frequencies for 1935MHz to 1950MHz, 2010MHz to 2015MHz, 2125MHz to 2140 MHz, 1950MHz to 1965MHz, 2015MHz to 2020MHz, 2140MHz to 2155MHz, 1965MHz to 1980MHz, 2020MHz to 2025MHz, 2155MHz to 2170MHz ranges will go up for sale. Bids can be submitted from January 16, 2007 to February 26, 2007. The results will be announced on April 20, 2007. Rosswaz will convene the three tenders to sell the frequencies.
The bidding will be limited to companies that are incorporated in Russia. The criteria for selection will be based on the number of regions that are covered by the cellular operators, the length of time that they have been in operation and the number of licenses they have in Russia. A committee of profile departments and regulatory enforcement bodies will select the winning bids. Bidders must also specify the number of base stations that will be build to provide G3 services.
It is expected that the Big Three of Russian cellular communications, MTS, VimpelCom and MegaFon will get the bids, however, there is a chance they may join together to make one bid which would open up the market for smaller cellular companies.
