Foreign Adoptions of Russian Girls and Boys No Longer Happening

There are no longer any foreign adoption agencies with licenses to operate in Russia. A year ago there were 89 foreign agencies handling the adoption of Russian children by people overseas, now because of stringent accreditation rules there are zero.

The new tough rules for agencies were passed last year after several Russian children died after being adopted by foreigners. There have been 13 Russian girls and boy killed by their adoptive parents in the United States and Canada in the past ten years.

The unfortunate victims in this situation are the children that have been left in limbo because the agencies handling their adoptions are currently unlicensed. Some of the children are in need of medical attention that they would be able to get after they join their new families.

The hold up is being caused by the number of government agencies and departments that must approve the accreditation for each agency. Also, some agencies made mistakes on their forms and have had to redo them.

Most agencies applied for their new licenses in January, but some agencies have been waiting for up to a year for approval to operate in Russia.

For the most part the foreign agencies welcome the stricter regulations, saying they are in the best interests of the children. They also feel that the delays in accreditation could also harm some children, especially the ones needing medical attention that they are not getting in Russia.
